Southampton to hold special TM Saturday, debt exclusion for public safety complex on docket

SOUTHAMPTON — The town will hold a special Town Meeting on Saturday, March 22, to discuss nine articles, including a $3.2 million debt exclusion for engineering and architectural services for the construction of a new public safety complex and appropriation of $15,000 to preserve the historic First Congregational Church.

The public safety complex is the first item on the warrant. If voters approve the borrowing and appropriation, the money will be used for design and construction costs of the new public safety complex, which would allow the town to move into its next phases of realizing this project. This vote would not go into effect until the town votes on a tax exemption for the total amount required to pay the principal, plus any interest on the borrowing authorized by this vote.

The second article will ask residents to vote on whether the town treasurer will be able to invest town funds in accordance with the Prudent Investor Rule, and the third article will ask for a vote on whether the town should adopt an Other Post-Employment Benefits (OPEB) Liability Trust Fund. An OPEB fund is a trust fund established by a government unit for depositing funds to benefit retired employees and their dependents.

The fourth article requests a vote to amend town bylaws to reschedule the annual Town Meeting from the first Tuesday in May to the first Saturday in May.

Article five proposes amendments to general bylaw language surrounding swimming pools, which aim to strengthen regulations for securing swimming pools, and article six proposes changes to language to streamline the process of naming public buildings, structures and lands — as well as updating the criteria for naming one of these things after a person, organization or entity.

Article seven requests approval to transfer $5,000 from the Group Health Insurance account to Town Hall accounts for ongoing legal expenses related to land use planning, bylaw changes, land acquisition, cannabis host agreements and more. Article eight requests approval to transfer $21,452.28 to pay unpaid bills from previous years.

Finally, article nine will ask for town approval to transfer $15,000 from Community Preservation Act funds to the First Congregational Church of Southampton for the installation of three heat pumps in the portion of the church used by the public for community activities in order to preserve the historic building. This would allow the church to provide proper heating, cooling and ventilation for its public events.

The special Town Meeting will take place at Norris Elementary School starting at 10 a.m.
